Civil Registration of Vital Events

Filipinos living abroad should immediately report vital life events (i.e., marriages, births, deaths) to the Embassy or Consulate General with jurisdiction over the place where the event happened. Doing so ensures that official records regarding these events can be created and forwarded to the Civil Registrar-General of the Philippine Statistics Authority (PSA) through the Office of Consular Affairs of the Department of Foreign Affairs.

The Consular Section thus performs functions similar to that of a Local Civil Registrar in the Philippines to allow Filipinos under its jurisdiction to report the occurence of vital life events from which is generated an appropriate official record for future reference and use.

The following forms of civil registration are covered by the Consular Section:

Report of Marriage - to provide official record of a marriage solemnized abroad where at least one of the contracting parties is a Filipino citizen;
Report of Birth - to provide official record of a child born abroad with at least one parent who is a Filipino citizen at the time of birth;
Report of Death - to provide official record of the death abroad of a Filipino citizen

Ang mga Filipino na nasa ibang bansa ay dapat agad na mag-ulat ng mahahalagang kaganapan sa buhay (i.e., pagkakasal, kapanganakan, pagkamatay) sa Embahada o Konsulado Panlahat na may sakop sa lugar kung saan naganap ito. Ito ay upang makatiyak na makalikha at pagkatapos ay maipadadala sa Civil Registrar-General/Administrator ng Philippine Statistics Authority, sa pamamagitan ng Tanggapan ng Gawaing Konsular ng Kagawaran ng Ugnayang Panlabas, ang mga opisyal na dokumento tungkol sa mga kaganapang ito.

Para dito, ginagampanan ng Consular Section ang mga tungkulin katulad ng isang Local Civil Registrar sa Pilipinas upang ang mga Filipino sa mga lugar na nasasaklawan ng Konsulado Panlahat ay makapag-ulat ng mga mahahalagang kaganapan sa buhay at makapaglikha ng isang angkop na opisyal na katibayan ng kanilang pagkakakilanlan. Ang mga sumusunod ay maaring ipagawa sa Consular Section:

Ulat ng Pagkakasal: magsisilbing opisyal na katibayan para sa isang kasal na isinagawa sa ibang bansa na kung saan kahit isa sa mga partido ay Filipino;
Ulat ng Kapanganakan: magsisilbing opisyal na katibayan ng isang batang ipinanganak sa ibang bansa na kung saan kahit isa o pareho sa mga magulang nito ay Filipino noong siya ay isinilang;
Ulat ng Pagkamatay: magsisilbing opisyal na katibayan ng pagkamatay sa ibang bansa ng isang Filipino
